The creation of department strategic initiatives leads to department programs linked to the larger objectives. Programs lead to the creation of individual projects that can be easily linked as parent-child for greater alignment. Without this ability, organizations are prone to initiating too many projects or inadequately monitoring the ‘second-tier’ activities thus leading to mediocre performance, wasted resources and dissatisfaction at all levels.
